HOA Quarterly Fees & List of Services
 
 
MASTER HOA – $370/quarter (Master Assessment): All property owners in Black Rock belong to this association, and the fees include the following services:
 
1. Road repair, maintenance, snow removal and cleaning.
2. Entry gate repairs and maintenance.
3. 24/7 On site security with guest and contractor access passes.
4. Maintenance of gate card reading and telephone systems.
5. Common area landscape maintenance and repairs as itemized below.
6. Maintenance and repair of low voltage lighting and other electrical in development landscapes.
7. Repair, bulb replacement and maintenance of all street lights.
8. Development fence maintenance and repairs.
9. Development signage repair and maintenance with annual linseed oil on posts.
10. Maintenance and repair of roads and stamped concrete road crossings.
11. Street sweeping and cleaning as needed.
12. Once a week street-side trash collection. (Mondays beginning at 7:00 a.m.) (There is an additional charge for residents needing additional trash collection)
13. Maintenance and repair of mail boxes at guardhouse and Polo Cielo.
14. Noxious weed control in all HOA owned areas.
15. Newspaper delivery.
 
 

"SUB-ASSOCIATIONS"
 
POLO CIELO – $615/quarter (Includes Master Assessment): Owners within the gates of Polo Cielo, also known as phase II, receive the same services as the Master HOA, plus the following additional services for their sub association fee:
 
1. Interior lot fence maintenance, repair and repainting.
2. Landscape maintenance of turf, trees and shrubs along roadsides and at driveway entries as itemized below.
3. Individual lot gate maintenance, lubrication and linseed oil and repair.
4. Roadside tree lighting maintenance and repair.
 
 
CABINS – $1,410/quarter (Includes Master Assessment): Owners of a Cabin property receive the same services as the Master HOA, plus the following additional services for their sub association fee:
 
1. Driveway and patio pressure washing twice per year. (Before window washing)
2. Exterior window washing twice per year. (April and July)
3. Driveway snow removal upon accumulation of 4-6” or upon request.
4. Weekly restocking of firewood bin on patio (April through September).
5. Maintenance and repair of common area including water features.
6. Landscape maintenance of turf, shrubs, trees and water features on all Cabin units as itemized below.
 
Owner’s Responsibilities:
1. Maintenance, repair, and sealing of all driveways, patios and steps.
2. All exterior building maintenance in conformance with Black Rock CCR’s.
3. Services requested in addition to those provided by the association-additional firewood, driveway washing, window cleaning, etc.
 
 
VILLAGES – $1,210/quarter (Includes Master Assessment): Owners of a Village property receive the same services as the Master HOA, plus the following additional services for their sub association fee:
 
1. Driveway and patio pressure washing twice per year. (Before window washing)
2. Exterior window washing twice per year. (April and July)
3. Driveway snow removal upon accumulation of 4-6” or upon request.
4. Landscape maintenance of turf, shrubs, and trees on all Village units as itemized below.
5. Maintenance and repair of common area including water feature.
 
Owner’s Responsibility:
1. Maintenance, repair, and sealing of all driveways, patios and steps.
2. All exterior building maintenance in conformance with Black Rock CCRs.
3. Services requested in addition to those provided by the association-additional window washing, driveway washing, etc.
 
 
COTTAGES – $1,115.00 (Phase 1) OR $1,491.00 (Phase 2)/quarter (Includes Master Assessment): Owners of a Cottage property receive the same services as the Master HOA, plus the following additional services for their sub association fee:
 
1. Driveway and patio pressure washing twice per year.
2. Window washing twice per year.
3. Driveway snow removal upon accumulation of 4-6” or upon request.
4. Weekly restocking of firewood bin on patio (April through September).
5. Maintenance and repair of common area concrete surfaces.
6. Maintenance and repair of carports and gazebo.
7. Landscape maintenance of turf, shrubs, and trees on all Cottage units and common space as itemized below.
8. Maintenance and repair of common area including water feature.
 
Owner’s Responsibility:
1. Maintenance, repair, and sealing of front and back patios or decks.
2. All exterior building maintenance in conformance with Black Rock CCRs.
3. Services requested in addition to those provided by the association-additional firewood, window washing, driveway washing, etc.
4. Cottage unit propane use will be paid by owner’s directly and split monthly based on metered usage per unit as follows:
a. Tank in front of unit 2: Split between units 1,2,3 based on usage.
b. Tank in front of unit 5: Split between units 4,5,6 based on usage.
c. Tank in front of unit 8: Split between units 7,8,9 based on usage.
d. Tank in front of unit 25: Split between units 24,25 based on usage.
e. Tank in front of unit 27: Split between units 26,27,28 based on usage.
f.  Tank behind unit 29: Billed to unit 29.
 
NOTE: Meters will be read and units will be billed when tanks are filled. Meters will be read monthly and billed quarterly.
 
 
LANDSCAPE SERVICES FOR ALL AREAS INCLUDE:
1. Spring start-up of irrigation and water features and cleanup of landscaped areas.
2. Weekly inspection, timer adjustments, repairs of irrigation components and water features, including parts.
3. Fall shutdown of irrigation and water features.
4. Weekly mowing, trimming, cleanup of all turf and planted areas.
5. Annual pruning of trees.
6. Annual fertilization, three times per year.
7. Landscape and water feature lighting maintenance and repair.  Parts and repairs billed separately.
8. Post and Pre Emergent weed control.
9. Pest control in shrubs and trees.
10. Maintenance and replacement of bark as needed.
11. Removal of trees and shrubs that are dead, dying or diseased.  Replacement trees and shrubs are installed at an additional cost to the Association.
12. Vegetation control on trails.
 
The Club at Black Rock will provide landscape and general maintenance services to the HOA Common Area, The Estates and Polo Cielo.   In addition, the Club will provide firewood delivery and snow removal services to the Cabins and Villages.  Roots Up Plant Healthcare will provide landscape and general maintenance services to the Black Rock Cabins and Villages.
