HOA Quarterly Fees & List of Services
MASTER HOA –$640.00 per quarter (Operating - $495.00 and Reserves – $145.00)
All property owners in Black Rock belong to this association and the fees include the following
services:
- Road repair, maintenance, snow removal and cleaning.
- Entry gate repairs and maintenance.
- On-site Security with guest and contractor access passes.
- Maintenance of gate telephone systems.
- Common Area landscape maintenance and repairs as itemized below.
- Common Area maintenance and repair of low voltage lighting and other electrical in development landscapes.
- Development fence maintenance and repairs.
- Development signage repair and maintenance with annual linseed oil on posts.
- Maintenance and repair of roads and stamped concrete road crossings.
- Street sweeping and cleaning as needed.
- Maintenance and repair of mailboxes at guardhouse and Polo Cielo.
- Noxious weed control in all HOA owned areas.
Landscape Services for all Common Areas Include:
- Spring start-up of irrigation and water features and cleanup of landscaped areas.
- Weekly inspection, timer adjustments, repairs of irrigation components and water features, including parts.
- Fall shutdown of irrigation and water features.
- Weekly mowing, trimming, cleanup of all turf and planted areas.
- Annual pruning of trees.
- Annual fertilization, three times per year.
- Landscape and water feature lighting maintenance and repair, including parts.
- Post and Pre-Emergent weed control.
- Pest control in shrubs and trees.
- Maintenance and replacement of bark as needed.
- Removal of trees and shrubs that are dead, dying, or diseased.
- Vegetation control of trails.
"SUB-ASSOCIATIONS"
CABINS –$2,391.00 per quarter. (Master – Operating & Reserves $640.00 and Cabin sub-association $1,751.00: Operating $1,475.00 and Reserves $276.00). Owners of a Cabin property receive the same services as the Master HOA, plus the following additional services for their sub association fee:
- Driveway snow removal upon accumulation of 4”-6” or upon request.
- Landscape maintenance of turf, shrubs and trees on all Cabin units as itemized below.
- Maintenance and repair of common area including water feature.
Landscape Services for all Areas Include:
- Spring start-up of irrigation and water features and cleanup of landscaped areas.
- Weekly inspection, timer adjustments, repairs of irrigation components and water features, including parts.
- Fall shutdown of irrigation and water features and cleanup of landscaped areas.
- Weekly mowing, trimming, cleanup of all turf and planted areas.
- Annual pruning of trees.
- Annual fertilization, three times per year.
- Landscape and water feature lighting maintenance and repair, including parts.
- Post and Pre-Emergent weed control.
- Pest control in shrubs and trees.
- Maintenance and replacement of bark as needed.
- Weekly restocking of firewood bin on patio ( April- September)
- Removal of dead, dying, or diseased shrubs.
Owner’s responsibilities:
- Maintenance, repair, pressure washing and sealing of all driveways, patios, and steps.
- Exterior window cleaning.
- All exterior building maintenance in conformance with Black Rock CC&R’s.
- Plant and tree replacement on individual properties.
- Services requested in addition to those provided by the Association-additional driveway washing, window cleaning, etc.
VILLAGES –$1,670.00 per quarter. (Master – Operating & Reserves $640.00 and Village sub-association $1,030.00: Operating $974.00 and Reserves $56.00). Owners of a Village property receive the same services as the Master HOA, plus the following additional services for their sub- association fee:
- Driveway snow removal upon accumulation of 4”-6” or upon request.
- Landscape maintenance of turf, shrubs and trees on all Village units as itemized below.
- Maintenance and repair of common area including water feature.
Landscape Services for all Areas Include:
- Spring start-up of irrigation and water features and cleanup of landscaped areas.
- Weekly inspection, timer adjustments, repairs of irrigation components and water features, including parts.
- Fall shutdown of irrigation and water features and cleanup of landscaped areas.
- Weekly mowing, trimming, cleanup of all turf and planted areas.
- Annual pruning of trees.
- Annual fertilization, three times per year.
- Landscape and water feature lighting maintenance and repair, including parts.

- Pest control in shrubs and trees.

COTTAGES – $1,260.00/quarter (Includes Master Assessment) - VACANT Lots/Units pay a reduced quarterly assessment: Owners of a Cottage property receive the same services as the Master HOA, plus the following additional services for their sub association fee:
1. Driveway and patio pressure washing once per year.
2. Driveway snow removal upon accumulation of 4-6” or upon request.
3. Weekly restocking of firewood bin on patio (April through September).
4. Maintenance and repair of common area concrete surfaces.
5. Maintenance and repair of carports and gazebo.
6. Landscape maintenance of turf, shrubs, and trees on all Cottage units and common space as itemized below.
7. Maintenance and repair of common area including water feature.
Owner’s Responsibility:
1. Maintenance, repair, and sealing of front and back patios or decks.
2. All exterior building maintenance in conformance with Black Rock CC&Rs.
3. Services requested in addition to those provided by the association-additional firewood, window washing, driveway washing, etc.
4. Cottages have shared propane tanks. Meters are read monthly and owners are billed by the gas company.
LANDSCAPE SERVICES FOR ALL AREAS INCLUDE:
1. Spring start-up of irrigation and water features and cleanup of landscaped areas.
2. Weekly inspection, timer adjustments, repairs of irrigation components and water features, including parts.
3. Fall shutdown of irrigation and water features.
4. Weekly mowing, trimming, cleanup of all turf and planted areas.
5. Annual pruning of trees.
6. Annual fertilization, three times per year.
7. Landscape and water feature lighting maintenance and repair. Parts and repairs billed separately.
8. Post and Pre Emergent weed control.
9. Pest control in shrubs and trees.
10. Maintenance and replacement of bark as needed.
11. Removal of trees and shrubs that are dead, dying or diseased. Replacement trees and shrubs are installed at an additional cost to the Association.
12. Vegetation control on trails.
The Club at Black Rock will provide landscape and general maintenance services to the HOA Common Area and The Estates. In addition, the Club will provide firewood delivery to the Cabins and Cottages, as well as snow removal services to the Cabins, Cottages, and Villages. Roots Up Plant Plant Healthcare will provide landscape and general maintenance services to the Black Rock Cabins, Cottages, Villages and Polo Cielo.
